I haven't been able to find any comment from Google on this. I can confirm that it WAS there when I first signed up and logged in to Google Analytics. Unfortunately, by the time any of my sites' data started showing up the site overlay feature was gone. I’m also disappointed to see that site overlay was removed. The site overlay tool was very handy to explain to web designers what was working and what wasn't. I'm at a bit of a loss now that this feature isn't there. Like you I hope it is just a temporary thing. I was paying Urchin $200/month for their service which I used with a number of my clients.
